Ukraine has approved specific quotas for 2026 regarding the production, import, and storage of medical cannabis substances, including tetrahydrocannabinol (THC). Resolution No. 1772 sets the national ceiling for these activities to ensure compliance with international conventions while facilitating the legal medical cannabis sector.

    Key Takeaways:

    • First-Time Quotas: 2026 marks the first year quotas are set for medical cannabis-based substances.
    • THC Limits: Production is capped at 493,535 grams, and imports at 592,168 grams.
    • Legal Requirement: Quotas are mandatory for licensing and compliance under Ukrainian law.

Quotas for controlled substances refer to the maximum legal limits set by the government for the cultivation, production, and trade of narcotics and psychotropics to meet national needs while preventing diversion. On December 29, 2025, Ukraine adopted Resolution No. 1772, establishing these critical limits for 2026, a significant step for its developing medical cannabis industry.

2026 Quotas for THC and Medical Cannabis

For the first time, the Ukrainian government has defined specific quotas for substances based on medical cannabis, covering scientific use, manufacturing of Active Pharmaceutical Ingredients (APIs), and pharmacy compounding.

The approved limits for Tetrahydrocannabinol (THC), including ∆9 THC, are as follows:

    ActivityApproved 2026 Quota
    Import592,168 grams
    Storage592,068 grams
    Production493,535 grams
    Export100 grams

    Why Are These Quotas Essential?

Under Article 14 of the Law on Narcotic Drugs, Psychotropic Substances and Precursors, the Cabinet of Ministers must annually determine these quotas based on calculated national needs. They serve as a mandatory control measure to ensure compliance with UN Conventions and allow the State Service of Ukraine on Medicines and Drug Control to issue import/export permits strictly within these limits.
