    US Teen Cannabis Use Drops as Senior Consumption Climbs

    Federal surveys show youth cannabis use fell 44% since 2011 while Americans aged 65 and older embrace regulated markets.

    Federal health data confirms that cannabis consumption among American teenagers has fallen to historic lows even as state-level adult-use legalization expands nationwide. At the same time, national surveys show that adults aged 65 and older are turning to cannabis in growing numbers, challenging decades-old assumptions about regulatory reform and youth access.

    For decades, opponents of legalization argued that establishing commercial cannabis markets for adults would inevitably encourage higher consumption among minors. However, more than a decade of state-level regulation has produced the opposite outcome among adolescent demographics.

    Federal Data Shows 44% Decline in High School Cannabis Use

    Data from the Centers for Disease Control and Prevention (CDC) Youth Risk Behavior Survey reveals that 12.9% of US high school students reported using cannabis in the past 30 days. In 2011, before Colorado and Washington became the first states to legalize adult-use sales, that figure stood at 23.1%.

    Lifetime experimentation rates among teens have tracked a similar downward trajectory. The proportion of high school students who have ever tried cannabis dropped from 39.9% in 2011 to 25.5% in 2025. Supporting these findings, the 2025 National Survey on Drug Use and Health reported that only 8.7% of adolescents aged 12 to 17 used cannabis in the past year.

    Older Adults Drive New Growth in Consumption

    While youth consumption contracts, older demographics are increasingly adopting cannabis. A national study published in JAMA Internal Medicine found that past-month cannabis use among Americans aged 65 and older grew from 4.8% in 2021 to 7% in 2023, continuing an upward trend observed over the past decade.

    A regional study published in the Journal of the American Geriatrics Society surveyed 315 adults aged 65 and older in New York City, detailing consumption habits within this demographic:

    • 22.2% reported using cannabis within the past year.
    • 16.2% reported using cannabis within the past month.
    • 11.1% reported using cannabis within the prior 24 hours.

    Among older respondents who consumed cannabis in the past year, reasons varied: 60% cited recreational use to get high, 55.7% sought tension relief, 52.9% used it to assist with sleep, and 30% consumed it to manage chronic pain.

    Clinical Considerations for Aging Populations

    The transition toward higher cannabis use among seniors introduces distinct clinical challenges. Older adults generally take more prescription medications than younger groups, raising concerns regarding metabolic drug interactions and heightened sensitivity to psychoactive cannabinoids.

    In the New York City study, approximately one-third of seniors who used cannabis in the past year met the diagnostic criteria for cannabis use disorder to varying degrees. Healthcare providers are increasingly monitoring these outcomes as legal access normalizes cannabis for older generations who lived through prohibition and now view regulated products as viable wellness or recreational options.
