    Spain to Ban Smoking and Vaping on Terraces, Beaches, and Festivals

    Spanish government approves draft reform banning outdoor smoking and penalizing vape use by minors.

    The Spanish government has approved a draft reform to tighten its national anti-tobacco laws, expanding smoke-free zones to outdoor public spaces and banning nicotine consumption for minors. This decision targets both traditional cigarettes and electronic vaping devices to curb youth nicotine addiction.

    The proposed legislation aims to protect public health by eliminating smoking exceptions in outdoor areas. Under the new rules, smoking and vaping will be banned on restaurant and bar terraces, beaches, public pools, university grounds, sports facilities, and outdoor event venues like music festivals.

    This shift directly impacts Spain's hospitality sector. Restaurant owners argue that outdoor terraces are vital to their business model, particularly in high-tourism regions like the Balearic Islands, the Canary Islands, and the Costa del Sol. Many operators fear the restrictions will deter international travelers and reduce foot traffic.

    Electronic cigarettes and vapes are a primary target of the reform. Health officials point to colorful packaging and sweet flavorings as key drivers of youth nicotine use. Consequently, vapes will face the same advertising, sales, and usage limits as combustible tobacco.

    A major shift in the law is the direct ban on nicotine consumption by minors. Previous regulations only restricted the sale of tobacco to under-18s. The new framework allows authorities to penalize minors caught smoking or vaping, aiming to stop nicotine dependency before it starts.

    The Spanish Ministry of Health maintains that expanding smoke-free zones is necessary to protect the public from secondhand smoke. Officials emphasized that children, the elderly, and individuals with respiratory issues are particularly vulnerable in outdoor dining and transit areas.

    While non-smokers welcome the changes, the tobacco industry has criticized the rules, calling for a distinction between electronic vapes and traditional cigarettes. Tourists visiting Spain will also face fewer areas where smoking is permitted in public.

    The draft bill must now pass through the Spanish Parliament, where it may undergo amendments before becoming law.
