Health Secretary Wes Streeting emphasized the core motivation behind the legislation, stating that "prevention is always better than cure" and highlighting that the reform is fundamentally designed to save lives.
Under the newly passed Tobacco and Vapes Bill, the legal age to purchase tobacco—currently set at 18—will progressively increase by one year, every year. This rolling age limit ensures that today's youth will never legally be able to purchase combustible cigarettes.
Beyond traditional tobacco, the legislation grants the government sweeping new regulatory powers over electronic cigarettes and other nicotine products. Authorities will now impose strict limitations on vape flavors and vibrant packaging specifically targeted at younger demographics.
To further protect minors and the general public from secondhand exposure, the law significantly expands smoke-free and vape-free zones across the country.
